To qualify for design team incentives, the team uses the Whole Building
Approach and a computer simulation model to optimize their design. The
model calculates the energy savings of the building compared to the Title
24 baseline. The design team qualifies for incentives when the building
design saves at least 15%. The maximum incentive per project is $50,000.
Design team incentives are paid directly to the design team, and are in
addition to the incentives the owner receives.
PROJECT ELIGIBILITY
Design team incentives are available to designers of projects meeting the following guidelines:
- Nonresidential new construction or major renovation projects located within the service territory of a participating utility.
- Projects receiving utility approval for participation in the program during the schematic or early design development phase.
- Projects exceeding a Title 24 or standard practice baseline by at least 15% on a whole building performance basis.
- Projects providing the required documentation and meeting the program requirements as described in the Program Documents.
DESIGN TEAM OPTIONS
Two tracks allow Design Teams to select a level of analysis appropriate to their project:
- Different design team tracks are available – contact your Savings By Design representative for details.
CONDITIONS
- Projects receiving utility-funded design analyses are not eligible to participate in the design team incentive element.
- Design team incentives apply once per design effort and are limited to $50,000 per project.
- Process loads (non-Title 24 regulated building systems) are not considered when determining the design team incentive rate.
- Incentives are paid for new construction only. Buildings added to an existing central plant are calculated considering the new building improvements only.
PARTICIPATION PROCEDURES
To qualify for a design team incentive, follow these steps:
- Notify the utility of your intent to participate by completing a Design Team Incentive Application at the beginning of the project. A follow-up letter of acceptance and a resource packet is sent to the design team leader by the utility.
- Coordinate with your New Construction Representative who helps to select the design team incentive track, determine appropriate efficiency strategies, and facilitate program participation requirements.
- Make integrated energy efficiency a project goal and explore a variety of efficiency options using an energy simulation tool during the building design process.
- Submit the required documentation to your New Construction Representative for engineering review when your design is fully developed.
- Sign the offered Design Team Incentive Agreement. The returned, utility-countersigned agreement reserves funds for your project.
- Contact your New Construction Representative when the project is complete. After an on-site verification indicates the building was constructed according to the submitted design, a final incentive check is issued to the design team leader specified on the agreement.
DOCUMENTATION REQUIREMENTS
The following items, as outlined in the resource packet, must be submitted by the design team leader to verify the performance of the proposed design:
- A Whole Building analysis summary report as required for the chosen track
- Selected building plans, specifications, and Title-24 documents
- Diskettes containing all project analysis inputs and results
INCENTIVE CALCULATION
The design team incentive is calculated at 1/3 the rate of the owner’s incentive.
