When you’re planning a nonresidential new construction project, it pays to get an early start on energy efficiency. SCE’s Savings By Design program offers cash incentives and technical assistance to help you maximize energy performance in your commercial new construction projects, including:
- Up to $150,000 in building owner incentives.
- Three 10% bonus incentive opportunities in addition to the building owner incentive.
- Up to $50,000 in design team incentives.
- Up to $5,000 for a design team stipend to encourage early collaboration by all participants.
- Design assistance services and resources matched to the project needs.

Technical SpecialistRobert brings a wide variety of experience to the Savings By Design team with a diverse background in small business ownership, sales and marketing, and residential and small commercial energy consulting. Robert has worked with clients to create energy models for new and existing residential and small commercial buildings, prepared California energy code compliance documentation, designed residential and small commercial mechanical systems and has performed field inspection and duct testing of mechanical systems in new and renovated homes. Robert works closely with the architectural and engineering community to help Southern California Edison’s customers design and construct energy efficient and sustainable buildings.

Mark brings 30 years of a wide variety of utility expertise to the Savings By Design team, as well as equal amounts of building trade knowledge. His most recent utility experience is in energy efficiency, comprehensive technical audits, and new construction programs. Mark brings a high level of creativity and enthusiasm to his projects and strives to assist his customers in realizing the optimum solution for their needs. His use of analysis tools and real world experience has helped many customers in making relevant decisions.

Senior Program EngineerWith over 35 years of engineering, construction, and electric utility industry experience, Saad brings a solid background in new construction and energy efficiency projects for commercial, industrial, institutional, and government entities. His extensive experience in project management allows him to interact effectively with clients, consultants, contractors, and vendors. Saad holds a BSME degree and a Master Degree in Mechanical engineering from New York University and is a licensed engineer in the State of California.

Steve Herfert joined the Savings By Design team in 1999, bringing with him over 21 years of experience in customer service, project management, and engineering review. His expertise in energy efficient technology and his ability to transform ideas into solutions mix well in the design of new facilities. Prior to joining the Savings By Design team, Steve was the lead auditor on SCE's technical audit team. His broad expertise in lighting and mechanical systems offers customers practical and innovative solutions. Steve is a member of Baldy View BIA, International Council of Shopping Centers, and SCE's Speakers Task Force.

Dave Holly has recently joined the Savings By Design team as a technical specialist. He brings over 25 years of experience as a consulting engineer in Electrical and Mechanical systems design to SCE with a focus on energy efficiency and conservation measures. The Industrial and Commercial projects Dave has been responsible for has required extensive knowledge in lighting, power distribution, HVAC, refrigeration, and control systems integration. In the past, Dave has performed energy audits, building simulation modeling, economic evaluations, and has implemented energy efficiency and conservation projects throughout Southern California.

Technical SpecialistSustainable/ Integrated Design
Santa Barbara & Ventura Counties
Dave is a California licensed Architect. His architectural design and project management experience ranges from small-scale residential to large multifamily developments, and commercial & institutional buildings. He was the LEED Project Team Administrator for several projects, and has taught seminars about the LEED rating system and high-performance building design.
Dave helped found the USGBC's California Central Coast Chapter (C4), serving as a Regional Chair for its first two years. There, he spearheaded the "BuildSMART" Sustainable Materials and Resources Trailer, a mobile learning exhibit which travels to local schools and events to educate about Green Building concepts and strategies.

Program EngineerKyle brings with him over 10 years of engineering, construction, and energy analysis experience to the Savings By Design Team. His background includes the evaluation, analysis, design, and construction management of energy-efficient central energy plants and building energy systems for the commercial, industrial, institutional, and government sectors. Kyle holds a BS in Engineering Technology from Cal Poly Pomona and is a licensed Mechanical Engineer in the State of California.

Andrew Lee
Technical SpecialistAndrew brings a wide range of expertise to New Construction with past experience in substation standards engineering, Southern California Edison facility underground/overhead mapping, supermarket refrigeration design, and custom home residential design. He has work closely with customers and clients to assist in achieving their design and energy goals while conforming to state, city, and other regulating entities. Currently, Andrew works closely with the architectural and engineering community to help customers design and construct energy efficient non-residential buildings.

Jessica Mack, LEED AP
ManagerJessica Mack is the manager of Southern California Edison’s New Construction Services, which oversees the implementation of all non-residential new construction energy efficiency programs, including overall accountability for program operations and achievement of demand side management goals, particularly energy and peak demand savings. Her role also encompasses educating building owners, architects, engineers, and developers about design and construction best practices.
She has more than 10 years of experience in integrated design and holds a B.A. in architecture with an emphasis on environmental design and construction management from the University of Southern California. Jessica has been actively involved with the U.S. Green Building Council - Los Angeles Chapter for the past two years providing leadership, strategic guidance and member engagement. She has lived in the Los Angeles area for the past fifteen years with her husband, Johnny, and their four children.

Rosemary has transferred her technical specialist skills into managing the field delivery representatives. She brings over 25 years experience in working with the energy efficient construction of commercial buildings. Rosemary is a LEED A.P. and a Certified Energy Manager. She is active in the local USGBC and was active in both the Association for Energy Engineers and the Association of Professional Energy Managers in the Sacramento area. As an architecture candidate at Cal Poly Pomona, she specialized in energy conservation. She completed her BA degree in Public Administration at Cal State Northridge and possesses a certificate in Educational Facilities Planning from UC Davis. Prior to joining SCE she was a business owner providing energy consulting services for new construction/modernization projects for numerous statewide school districts. Rosemary is an avid proponent of sustainable design that is cost effective and energy efficient for the individual customer’s needs.

Program ArchitectDiane McLean is a leader in sustainable design practices and encourages a collaborative, integrated design process. In her role as Architect for SCE’s New Construction Services, Ms. McLean supports customers to design sustainable, energy efficient building projects. Ms. McLean specializes in lighting and daylighting design and teaches classes on these topics at SCE’s Customer Technology Application Center (CTAC). She also manages the Energy Design Resources web site and the development of technology reference materials. Ms. McLean is an active member of the American Institute of Architects and an Executive Board Member for the US Green Building Council, Orange County Chapter.

Cameron brings a diverse blend of residential and commercial construction experience to the Savings by Design team, along with a dedicated focus to help both the customer and environment. Before coming to SCE in 2005, he was a facility manager for a high-tech company, where he gained valuable insight into the commissioning, operation, and maintenance of the very same systems and equipment we recommend in Savings By Design. He is a member of ASHRAE, USGBC-OC, AFE, and AEE. Cameron graduated from the University of Southern California in 2000, is a Certified Energy Manager, and is LEED BD+C accredited.

Charlie Nadig
Technical SpecialistInland Empire
Energy efficiency and commercial new construction are familiar concepts to Charlie Nadig. As a Mechanical Engineering graduate from the U. S. Merchant Marine Academy Charlie acquired a practical, hands-on approach to mechanical efficiency. He spent 7 years as an engineer aboard oceangoing ships. Charlie received an MBA from S. F. State University, which led to an 18 year career in the HVAC field. Energy Efficiency opportunities opened up in 1991 when Charlie became a Project Manager with PG&E in San Francisco. Soon after leaving PG&E in 2005, Charlie joined Edison's Savings By Design team. Charlie is also a member of ASHRAE and of BOMA-Inland Empire.
