Today's Southern California Edison is the product of more than a century of providing reliable electric service to central, coastal and southern California.

When you’re planning a nonresidential new construction project, it pays to get an early start on energy efficiency. SCE’s Savings By Design program offers cash incentives and technical assistance to help you maximize energy performance in your commercial new construction projects, including:

  • Up to $150,000 in building owner incentives.
  • 10% bonus incentive opportunity, in addition to the building owner incentive.
  • Up to $50,000 in design team incentives.
  • Design assistance services and resources matched to the project needs.

    Doug has over 28 years of experience that includes mechanical design, project management, manufacturing process and technology, and product development and marketing.  Doug has a degree in mechanical engineering from North Carolina State University.  Doug manages Edison’s New Construction Services group administering and delivering the statewide Savings By Design program which includes integrating demand response, promoting and supporting Energy Design Resources, forging partnership agreements with entities across the building/construction spectrum and supporting and implementing the California Advanced Homes Program.

    During his fifteen years at SCE, Doug has been responsible for managing SCE’s Energy Education Centers which provide workforce education and training on energy related issues and topics, product development and management for SCE’s billing and payment options, led in development of the company’s customer strategy, and managed New Construction Services in delivery of new construction energy efficiency, demand response and sustainable design programs. Doug currently serves on the Board of Directors for the Irwindale Chamber of Commerce and as a trustee on the board for the Pacific Clinics Foundation.

    Mark brings 30 years of a wide variety of utility expertise to the Savings By Design team, as well as equal amounts of building trade knowledge. His most recent utility experience is in energy efficiency, comprehensive technical audits, and new construction programs. Mark brings a high level of creativity and enthusiasm to his projects and strives to assist his customers in realizing the optimum solution for their needs. His use of analysis tools and real world experience has helped many customers in making relevant decisions.

    With over 35 years of engineering, construction, and electric utility industry experience, Saad brings a solid background in new construction and energy efficiency projects for commercial, industrial, institutional, and government entities. His extensive experience in project management allows him to interact effectively with clients, consultants, contractors, and vendors. Saad holds a BSME degree and a Master Degree in Mechanical engineering from New York University and is a licensed engineer in the State of California.

    Dave is a California Licensed Architect. His design and project management experience includes a broad range of commercial, residential, and institutional buildings. He was the LEED Project Team Administrator for several projects, including Gold -Certified buildings in Santa Monica and Oxnard. In addition to his role in Savings by Design, Dave teaches courses about the LEED rating system and high-performance building design at SCE's Energy Education Centers.

    In 2007, Dave helped to create the USGBC's California Central Coast Chapter (C4), serving for two years as a Regional Chair, and was recently appointed to serve on USGBC national’s Energy and Atmosphere Technical Advisory Group (EA-TAG). Dave is also the current board President of the Ventura County Chapter of the American Institute of Architects.

    Karen came to Edison from Southern California Gas Company in 2006, as a representative for the Savings By Design nonresidential new construction energy efficiency program. In an effort to create a more wholistic approach to building design, she now leads Edison's Nonresidential New Construction IDSM Pilot program. This pilot program is a new offering for customers seeking technical support and incentives to design in Automated Demand Response capabilities for new commercial buildings participating in Savings By Design. This helps customers to automatically drop load during peak demand days, when electricity is most expensive. By breaking down the silos through which energy efficiency and demand response programs are offered, Karen is working to create a one-stop shop for new construction customers who wish to develop a comprehensive energy management plan.

    Karen is also the Account Manager for residential home builders across SCE's service territory. This role involves being a trusted energy advisor for new residential developments, assisting with service and billing issues, incentive programs, and resolving any issues builders may face related to their electric service.

    Andrew brings a wide range of expertise to New Construction with past experience in substation standards engineering, Southern California Edison facility underground/overhead mapping, supermarket refrigeration design, and custom home residential design. He has work closely with customers and clients to assist in achieving their design and energy goals while conforming to state, city, and other regulating entities. Currently, Andrew works closely with the architectural and engineering community to help customers design and construct energy efficient non-residential buildings.

  • Rosemary Lieberman

    Manager Field Delivery

    Santa Barbara & Ventura Counties

    Rosemary manages the New Construction Field Delivery representatives for our our Commercial and Residential New Construction Program

    Rosemary has transferred her technical specialist skills into managing the field delivery representatives.  She brings over 25 years experience in working with the energy efficient construction of commercial buildings. Rosemary is a LEED A.P. and a Certified Energy Manager.  She is active in the local USGBC and was active in both the Association for Energy Engineers and the Association of Professional Energy Managers in the Sacramento area. As an architecture candidate at Cal Poly Pomona, she specialized in energy conservation. She completed her BA degree in Public Administration at Cal State Northridge and possesses a certificate in Educational Facilities Planning from UC Davis. Prior to joining SCE she was a business owner providing energy consulting services for new construction/modernization projects for numerous statewide school districts. Rosemary is an avid proponent of sustainable design that is cost effective and energy efficient for the individual customer’s needs.

    Program Architect

    Diane McLean is a leader in sustainable design practices and encourages a collaborative, integrated design process. In her role as Architect for SCE’s New Construction Services, Ms. McLean supports customers to design sustainable, energy efficient building projects.  Ms. McLean specializes in lighting and daylighting design and teaches classes on these topics at SCE’s Customer Technology Application Center (CTAC).  She also manages the Energy Design Resources web site and the development of technology reference materials.  Ms. McLean is an active member of the American Institute of Architects and an Executive Board Member for the US Green Building Council, Orange County Chapter.

    Energy efficiency and commercial new construction are familiar concepts to Charlie Nadig. As a Mechanical Engineering graduate from the U. S. Merchant Marine Academy Charlie acquired a practical, hands-on approach to mechanical efficiency. He spent 7 years as an engineer aboard oceangoing ships. Charlie received an MBA from S. F. State University, which led to an 18 year career in the HVAC field. Energy Efficiency opportunities opened up in 1991 when Charlie became a Project Manager with PG&E in San Francisco. Soon after leaving PG&E in 2005, Charlie joined Edison's Savings By Design team. Charlie is also a member of ASHRAE and of BOMA-Inland Empire.

    Corey brings a wealth of engineering and construction experience to the Savings by Design team, along with a drive for efficiency and sustainability. Before joining the Savings by Design team, he had over 6 years of experience in all aspects of Project Management, in relation to commercial construction. He earned his Bachelor’s Degree in Engineering Management of Technology from Western Michigan University, in addition to being a Certified Energy Manager and LEED BD+C accredited.

    Leonardo has recently transitioned to the Technical Specialist III position and will be tasked with assisting Southern California Edison customers to take advantage of the Savings By Design program. Leonardo has a Bachelor’s Degree in Architecture and graduated with Honors from the Southern California Institute of Architecture. Leonardo’s background has been a diverse history in construction and architecture. He had the privilege of serving our county in the Navy for nine years as a Navy Seabee Diver. This gave him the opportunity to complete a variety of construction projects in some diverse and challenging areas around the world. When Leonardo left the Navy to complete his education, he worked for numerous architectural firms throughout Southern California creating his ability to look at projects in different scales & levels.
