Do you qualify for an incentive?
When you’re planning a nonresidential new construction project, it pays to get an early start on energy efficiency. SMUD’s Savings By Design program offers cash incentives and technical assistance to help you maximize energy performance in your commercial new construction projects, including:
- Up to $500,000 in building owner incentives.
- Three 10% bonus incentive opportunities in addition to the building owner incentive.
- Up to $50,000 in design team incentives.
- Up to $5,000 for a design team stipend to encourage early collaboration by all participants.
- Design assistance services and resources matched to the project needs.

Gary Becker has been with SMUD since 1992 working in SMUD’s new construction programs for both residential and commercial sectors. Prior to joining SMUD, Gary was a consulting mechanical engineer specializing in HVAC design. He is a graduate from Cal Poly, San Luis Obispo and is a licensed mechanical engineer in California.
Gary provides Design Assistance and Financial Incentives for highly energy efficient design and construction projects.

Ray specializes in Design Assistance and Financial Incentives for highly energy efficient design and construction projects.
Ray Nalangan is a Senior Architect for the Sacramento Municipal Utility District, supporting high performance building design and construction within the District’s territory.
Prior to joining SMUD, Ray played leading roles with New Faze Development, Ray Nalangan & Associates and Lionakis, all in Sacramento, and international design firm De Stefano and Partners in Chicago.
Ray holds a Bachelor of Architecture from Cal Poly San Luis Obispo and a Master of Architecture from the Florence Italy Campus of Syracuse University. He is a licensed Architect in the State of California and a LEED (Leadership in Energy & Environmental Design) Accredited Professional.
