As a Commercial New Construction
Program Representative for the East Bay, Mission, Stockton
and Yosemite Divisions, Larry supports the Savings By Design
program and provides technical support to other Customer Energy
Efficiency (CEE) programs. Larry has 20 years of experience
in the energy efficiency field. He joined PG&E in 1972
as a Gas Department Helper, doing new construction and repair
work. In 1982, he joined Rates and Accounts Services as a
Commercial Conservation Representative to handle CEE programs
for the division, and has been working in the customized project
field ever since. He is a graduate of Cal-State University,
Hayward. He received the Certified Energy Manager (CEM) and
Certified Demand-Side Manager (CDSM) ratings from the Association
of Energy Engineers (AEE) and is a State of California licensed
Energy Auditor.

In the last eight years, Tom has been involved with more
than 600 projects, influencing building owners and design
teams to incorporate energy efficient technologies into their
designs. More recently, he has been a major support for PG&E's
Savings By Design energy efficiency program. Tom is a licensed
mechanical engineer in California and recently earned an MBA
from The University of Phoenix, specializing in technology
management. He also holds a bachelor's degree in architectural
engineering from The Pennsylvania State University. His experience
includes computer modeling using DOE-2, and designing HVAC
systems for commercial, industrial, health care, and high-tech
projects.

Randy has over 22 years of corporate real estate and project management experience. In 2002, he joined PG&E and
now supports the high-tech market sector. Prior to his time at PG&E, Randy was a project manager for Ericsson and, prior to that, was the corporate energy manager for SBC Communications, where he gained extensive knowledge of telecommunications and high technology facilities. Randy holds a bachelor’s degree in chemical engineering from University of California, Davis. He also received the Certified Energy Manager (CEM) rating from the Association of Energy Engineers and the Facility Management Administrator (FMA) rating from the Building and Owners Management Institute. Randy recently retired from the U. S. Army Reserve at the rank of Lieutenant Colonel.

For over 10 years Joanne Cromosini has been actively involved in promoting PG&E's incentive programs to all classes of commercial, industrial, and agricultural customers. Joanne has extensive business customer service experience. Prior to working on the Savings By Design program, Joanne was a Major Account Representative working with these customers on ways to save energy and promoting energy conservation education. Joanne has a Bachelors Degree in Business Administration.

Bill Dunckel has been improving quality and efficiency of manufacturing and service processes since 1980. First joining PG&E as an account rep, Bill managed PG&E’s new construction program in the San Jose area from 1991 to 1997. After seven years in high tech service and manufacturing he returned to PG&E in 2004 as a Senior Project Manager specializing in Industrial and Agricultural applications. Bill is a licensed professional industrial engineer with degrees from UC Berkeley and San Jose State University. His construction experience includes seven years managing facilities planning, design, and construction for a full service district hospital. He has also been a graduate engineering professor and a member of SJSU’s Center for Manufacturing Excellence. |

Since 1983 Tom Hall has served the customers of PG&E
by promoting a variety of energy efficiency programs. Tom
has worked with the Commercial New Construction program since
its inception in 1990. Currently he is working as the Savings
By Design field delivery team lead in the Fresno/Merced area.
Tom holds a bachelor's degree from the University of California
at Santa Cruz and an MBA from Colorado State University.

Michael brings 13 years of experience in different aspects of the energy efficiency, facility design, facility construction and project management fields. He is responsible for developing and maintaining our SBD relationships with major cities in our partnerships, counties and several large government agencies such as the US Post Office and Administrative Office of the Courts. Before joining PG&E, Michael owned a consulting company where he managed projects from the initial development of user requirements through project commissioning. As a former Employee of Enron Energy Services and other Engineering Consulting Firms, Michael has been involved with energy efficiency projects via: developing and implementing Monitoring & Verification plans, DOE-2 modeling, and reporting and managing the creation of energy studies for commercial, industrial and agricultural customers in PG&E’s service territory. Michael received his bachelor's of science degree in mechanical engineering from Chico State University.

energy efficiency into one's daily routine.

Dave
has been a senior project manager in the Industrial and Agricultural
New Construction (IANC) programs for Savings By Design since
1998, specializing in refrigeration in refrigerated warehouses,
dairies, and other industrial projects. His career in the
construction industry started in 1979, where he worked as
a solar system and cooling system designer/contractor. Prior
to joining PG&E as a New Construction Sales Engineer in
1992, he taught construction management courses at California
State University Fresno for 12 years. Dave received his bachelor's
degree in physics from University of California Berkeley and
a master's degree in industrial technology/engineering from
California State University Fresno. He was the past president
(and currently a member) of the American Society of Heating
Refrigerating and Air Conditioning Engineers (ASHRAE), San
Joaquin Chapter.

Senior Project Manager, Steve manages the marketing and is
the first point of contact for all parties interested in the
Savings By Design Program, within Areas 6 & 7 (North Coast,
North Valley, North Bay & Sacramento/Sierra Divisions).
Steve handles both the Whole Building and Systems component
of Savings By Design. Steve has over twenty-four years of
service with PG&E, the last twelve of which he has spent
working in the Commercial New Construction arena. Steve is
a State certified Energy Auditor for Commercial, Residential
and Multi Unit Dwellings.

Larry has 29 years of experience in the design, construction
and energy efficiency fields. Before joining PG&E, Larry
designed electrical projects and supervised construction inspectors
for the US Air Force. Prior to working on the Savings By Design
program, Larry was a Major Account Representative, assisting
large commercial and industrial customers on energy matters.
Larry received his bachelor's degree in electrical engineering
from the University of Arkansas and an MBA from National University.
He is a registered electrical engineer in California.

Neil Winters has contributed to PG&E’s energy-efficiency programs for the past 16 years. His experience at PG&E includes work in the residential and multi-family energy-efficiency programs, and management of the Energy Partners program for the Diablo Division. Currently, Neil provides support for the commercial, industrial and agricultural components to Savings By Design, as well as performing both field and technical audits of customer energy usage. His training experience also includes 27 years of active and reserve military service, primarily in aircraft maintenance, munitions, fuels management, and administration work. Neil holds a Bachelor of Science degree from California State University, Fresno. He is also a Certified Energy Inspector and Certified CHEERS Rater, and a former member of the California National Guard Speakers Bureau.
